The Case for Permanent Normal Trade Relations with China
Author/Creator: Committee for Economic Development
Publication date: 2000-04-04
| Complete listing and access info | Download
This program statement was developed to influence the important debate on U.S.-China economic relations. The statement presents a clear and simple case for Congressional approval of the PNTR legislation, which would benefit U.S. exporters and help foster long-term political and social change in China. It argues that China's entry into the WTO will require policy changes within China that will support the country's economic and social advancement, including its attitudes towards human rights, political liberalization, and environmental protection. A failure to undertake permanent normal trade relations, however, would impose economic costs on the United States, as other WTO members displace U.S. investment and trade in China. The statement was approved by CED's Program Committee Complete listing and access info »

Author/Creator: Committee for Economic Development Research and Policy Committee
Publication date: 2000-02-09
| Complete listing and access info | Download
The signing of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) in 1996 fundamentally changed the welfare system in America. The emphasis shifted from supporting low-income people who do not work to helping low-income people work to support themselves. This report examines the record of welfare reform in the wider context of the low-skill labor market. It asks how former welfare recipients have fared in finding employment, reducing dependency, and raising incomes. Recommendations are made for completing and improving the program for moving individuals from welfare to work. Complete listing and access info »

Publication date: 2000-01-24
| Complete listing and access info | Download
CED's report, Breaking the Litigation Habit calls our litigation system "too intrusive, too slow, and too expensive." The current system does not adequately or fairly compensate people for injuries; it imposes costs that threaten to impair economic innovation; and it undermines the trust and civility among our citizens that are essential to a well-functioning, democratic society. New Opportunities for Older Workers
Author/Creator: Committee for Economic Development Research and Policy Committee
Publication date: 1999-10-11
| Complete listing and access info | Download
This report finds that Americans spend more time in retirement than ever before. The aging of the baby boom generation, however, will force policy makers and businesses to reassess practices that have encouraged ever-earlier retirement. Many older workers would like to continue to work but face various obstacles to doing so. Public and private policies, crafted in an era of labor surpluses, have long promoted retirement rather than work among older Americans. CED's report, New Opportunities for Older Workers, addresses these and other issues and recommends reforms in public policies and business practices. Complete listing and access info »

Investing in the People's Business: A Business Proposal for Campaign Finance Reform
Author/Creator: Committee for Economic Development Research and Policy Committee
Publication date: 1999-03-17
| Complete listing and access info | Download
Since the release of this landmark report, the debate over the way American elections are financed has fundamentally changed. CED successfully demonstrated that business leaders support reform and representatives of the business community became prominent and outspoken advocates for reform for the first time because of CED's work. Investing in the People's Business calls for specific changes in U.S. campaign finance laws to enhance electoral competition, stem the flow of unregulated money, and shift financial influence from organized interests to individual voters and small contributors. Major recommendations include a ban on soft money; an increase from $1,000 to $3,000 on contribution limits to candidates and $2 for $1 public matching funds on small donations for candidates who adhere to spending limits. Over 300 CED Trustees and business leaders across the country have endorsed CED's recommendations to reform the campaign finance laws and have played an instrumental role in the successful effort to pass significant reform legislation.
