This report argues that all children should have access to high-quality prekindergarten classes, offered by a variety of providers, for all children whose parents want them to participate. It argues that it is time to make good on the commitment to provide early learning opportunities for all. The report calls for a new compact between the state and federal governments to make free, high-quality early education available and to help close the achievement gap. This strong federal and state partnership would expand access to high-quality learning opportunities and link providers and programs into coherent state-based education systems. The September 11 terrorist attacks on our nation produced horrendous loss of life and extraordinary grief and pain. Provision for the safety and security of our people and nation became paramount, and created a new policy environment in the United States and across the world. The Five Principles stresses that these security concerns must not eclipse the need for sound economic policies, both domestic and international. Faster and easier exchange of global information should intensify competition, foster market economies, expand choice and opportunity, improve productivity, and raise global education levels and living standards.
Canada, the United States, and other nations must facilitate the deployment and acceptance of these network technologies in order to reap the substantial gains they offer.
